Abstract
Public-private partnerships are becoming a preferred model for handling complex projects that require more flexible governance than top-down regulation can provide. 'Collaboration' is the buzz word of the day, highlighting finding ways of working together towards common goals. However when the term 'collaboration' becomes synonymous with 'non-conflictual', the result will be a poor partnership. The trick to a successful partnership effort, particularly when the project is highly complex, is to design and maintain the collaborative processes using conflict resolving mechanisms. ...
