   Guerrillas: Area was notorious as centre of CPP/NPA activities on Negros Oriental [known as the “no mans land” and “the killing zone” to AFP] between 1986 and 1991; NPA ran a camp and school and transformed local communities into Lubos Associaton Masa [unarmed mass based supporters].

Further Comments: Tamlang Valley ZoP seems not to have had the same amount of attention paid to it as other ZoPs in the Philippines, and to have had minimal basic welfare services from the GRP until 2003, when the Presidential Adviser to the Peace Process [PAPP] Sec. Eduardo Ermita recommended zone be declared an SDA. President Arroyo ordered an assessment of the security situation in the area, duly carried out and declaration of SDA awaits president’s signature as of start of 2004.
